Nigeria is promising more than 3,700 new telecom towers. For people who still walk outside to complete a transfer or send a file, the real story is whether the signal will finally stay.
There are places where “network” is less a service than a small daily expedition. You step outside. You hold the phone higher. You move away from the house. You wait for one bar. The transfer fails, so you try again. The customer is waiting. The assignment is due. The person on the other end is already saying, “I cannot hear you.”
That is the daily experience Nigeria’s proposed tower rollout is supposed to change. The government says deployment of about 3,700 telecommunications towers is expected to begin in October, with more than 20 million people in rural and underserved communities named as the intended beneficiaries. The promise is large. The standard for judging it should be local and simple: can people complete an ordinary online task without building their day around the signal?
What the October promise actually covers
Data Center Dynamics, citing government and BusinessDay reporting, says the rollout is being implemented through the Nigeria Universal Communication Access Project, or NUCAP. The stated goal is to extend connectivity across rural and underserved parts of the country, not merely to add more sites where network coverage is already commercially attractive.
That distinction is important. Cities tend to attract infrastructure because more people can pay for it and service providers can recover investment faster. Riverine, remote and low-density communities can be left with weaker coverage even as national subscription numbers rise. A national digital economy cannot work only where the signal is profitable enough to follow.
The government is positioning the towers as part of a broader push to close that divide and support a $1 trillion economy. That is the large policy language. For a market trader, a farmer, a health worker or a student outside a major city, the question is more immediate: will the line hold long enough to receive a payment, find a price, upload a document, reach a clinic or speak to family?
Why towers matter beyond phone calls
A tower is the visible part of a much bigger digital system. It can improve mobile coverage, but what it enables is now wider than a clearer voice call. Mobile signal carries payment alerts, banking apps, school portals, navigation, logistics, weather information, government services, customer orders and the small online businesses that have become ordinary survival tools.
That is why coverage gaps now carry an economic cost. A rural entrepreneur can have a product and a customer but lose the sale because payment confirmation does not arrive. A student can have a smartphone and a course link but no reliable way to download the material. A clinic worker can have a digital record system but no service when the information is needed. When connectivity fails repeatedly, people do not only lose time. They lose confidence in the tools that are supposed to make life easier.
There is evidence that the pressure is already rising everywhere. Punch, using NCC data, reported that internet traffic rose about 168 per cent between January 2023 and January 2026. It also reported that operators deployed more than 2,850 new sites in 2025 after more than $1 billion of industry investment. The need for more infrastructure is not theoretical. More Nigerians are relying on the network for more of life.
A tower is only one part of a connection
The government’s number is large, but a tower does not solve every problem by existing. A site needs dependable power. It needs backhaul — the transport link that carries data from the tower into the wider network. It needs physical security, maintenance, fuel or other energy planning where grid power is weak, and a route for technicians to reach it when equipment fails.
This is where connectivity announcements often lose people. The announcement is national; the lived test is local. Does the signal reach the market, the village road, the clinic, the hostel or the farm? Does it hold when rain comes? Can the person using it afford the data required for the service to be meaningful? If a cable is cut or a site is vandalised, how quickly is it restored?
Those questions are not cynicism for its own sake. They are part of the economics of uptime. A community does not benefit from a tower that exists in an announcement but cannot stay operational. The strongest rollout would make its success visible in simple ways: reliable service at places that previously had none, clear timelines, accessible complaint routes and public evidence of which communities are actually connected.
The towers need fibre behind them
The rollout sits beside Nigeria’s wider push for open-access fibre infrastructure. Towers expand the local reach of mobile signal; fibre and other backhaul systems help carry the growing volume of traffic once people are connected. If one half is weak, the other can still disappoint users. A person may gain a stronger signal and still face slow service if the capacity behind the site cannot keep up.
That is why the 3,700-tower plan should not be read as a stand-alone cure. It is one piece of a wider network challenge involving fibre, power, site access, security, spectrum, maintenance and the price of access. Punch reported that operators expected to invest more than ₦1.4 trillion in network expansion in 2026. The public should be able to see what those investments change beyond a headline figure.
What people should watch from October
October is the announced starting point, not the finish line. The first useful questions are practical. Which communities receive sites first? How many of the promised 20 million people can actually get a usable signal? Are the sites shared by operators or limited in ways users do not understand? What happens to service quality after the launch photographs are over?
A better rollout would also make room for local knowledge. Communities know where the dead zones are. They know the road where calls cut, the school where a download fails, the market where transfers must be retried and the stretch of riverine road where no one can receive a message. Measuring those places before and after deployment would say more than a national total ever can.
If the towers reach the communities they are meant for and stay online, they could make the digital economy feel less like something that begins at the edge of a major city. If they do not, the dead zones will remain exactly where people have been saying they are.
