Details of the United States’ 15-point proposal to Iran, aimed at resolving the ongoing conflict in the Middle East, have been revealed, shedding light on Washington’s strategy to address nuclear tensions and regional instability.

According to Reuters, the plan has already been communicated to Iranian authorities. The New York Times cited two officials who indicated that the proposal was transmitted to Iran via Pakistan, although the exact channels and level of engagement within the Iranian government remain unclear.

The Guardian reported that while the plan has reached Iran, it is uncertain how widely it has been disseminated among senior officials or whether Tehran will consider it a credible framework for negotiations.

Reports from Channel 12 News detailed the 15 points outlined in the plan, which include key measures on Iran’s nuclear programme, missile capabilities, and regional activities.

Under the proposal, Iran is expected to dismantle its nuclear capabilities, refrain from developing additional nuclear weapons, and cease further enrichment of nuclear material. All enriched material is to be delivered to Saba on a schedule jointly established by the US, Israel, and Iran, while the Natanz, Isfahan, and Fordow nuclear facilities are to be decommissioned.

The plan also calls for full access to Iran’s nuclear programme by the Atomic Energy Agency and the abandonment of its proxy model, including halting funding and arming of proxies across the region. Additionally, the Strait of Hormuz is to remain a free and open maritime zone.

Iran would be required to limit the number and range of its missiles, ensuring any future use is strictly for self-defence. In exchange, all sanctions imposed on Iran would be lifted, and the US and Israel would provide support in the development of a civil nuclear project in Bushehr for electricity generation, with the snapback threat eliminated.

Analysts note that while the proposal represents a comprehensive effort to reduce tensions and promote stability, significant diplomatic hurdles remain. Tehran’s response will be closely monitored, as the plan involves sensitive compromises on sovereignty, military capacity, and international oversight.

If accepted, the 15-point framework could mark a major step toward de-escalation in the region, although observers caution that previous negotiations have encountered obstacles in trust and verification.
